Solution:Expanding $\Delta$ along the $R_1$, we get
\begin{align*} \Delta =1\left|\begin{array}{cc}-1& 3\\ 1& 2\end{array}\right|-3\left|\begin{array}{cc}2& 3\\ 2& 2\end{array}\right|+4\left|\begin{array}{cc}2& -1\\ 2& 1\end{array}\right|\\ \Delta =1(-2-3)-3(4-6)+4(2+2)=-5+6+16=17. \end{align*}
